Kate e Julie sono due "Trouble Consultant" (squadra 234, nome in codice "Lovely Angels" ) della WWWA, World Welfare Work Agency. Lo scopo della WWWA, fondata nel 2135, è quello di risolvere ogni tipo di problema che possa minacciare il benessere dell'umanità. Ben presto però le ragazze vengono soprannominate Dirty Pair (sporca coppia un soprannome che odiano) a causa del fatto che ogni missione a loro affidata si conclude sì con il successo, ma con enormi danni collaterali (come la distruzione di città o pianeti interi). La serie TV è ambientata nel 2141.
