If you already have a Steam account, just log in Steam software, leave it running and connect to tf2.kso.lv with your non-Steam TF2.
If you haven't got Steam account, do as follows:

1. Save this Steam software instalation from here - http://storefront.steampowered.com/download/SteamInstall.msi
2. Install it
3. Create your user account using Steam software you just installed
4. Log in with your new user account
5. Play your non-Steam TF2 as before (from the shortcut on desktop) while Steam soft is running (you must be logged in)
